-changed /stats command

Will now function like this:
Typing "/stats" will open a player menu to display a players BF stats
Typing "/stats " will open that players stats (ex. /stats tirant)
Typing "/mystats" will shortcut and show your stats

Note: Technically you can type /stats tirant, or /mystats, or use the /stats menu to find your stats.
Note 2: Any player whose stats you wish to see, must me online and in the server

-fixed probems with /shop

Fixes:
Will now redisplay the menu after buying or failing to buy a weapon (and inform you obviously)
Plays a unique sound per item bought, and a generic fail sound when failed to buy
Changed the medipack to now heal more health when your health is very low
Made it so that you can only buy one of each item per life
AWP price changed to 10,000

Note: This is all still a beta test, so I will recode the entire thing, I just want to see how it plays out for now

-reformatted all stat motds

Differences:
Spaced out more to allow easy reading
Some things are bolded (player names)
Displays achievement progress percentage

Note: I am trying to make it all look easy and be simple to understand for new members, please tell me if you have any problems with it.

-edited saving format for badges

Reason:
Some people were reporting lost stats, including myself. I started playing around a little bit with it, so hopefully I have fixed the problem.

Note: Good thing this is happening now as supposed to later

-increased auto tier give delay

Problem:
Anon or someone said that the USP was not rewarding sometimes, so I increased the delay from 0.1 to 0.5 seconds. Now you will notice the guns being stripped which I don't like, but it is necessary to prevent the error.

Note: Making individual quotes sucks because I keep having to type up new formats each time, I think I'll just to a bunch of bullet points now on.
