Alright I get it now, One more thing though. What if that person is being a baddie and not getting down and I dont have enough time to demo him?

Do you have admin? If you do, then just slap / slay then down. No need for a demo.
If you don't have admin and someone wont get down, then get a demo, and if you don't have to get a demo, then there isn't much you can do about it until you can get a demo showing the constant rule breaking then admins can do something about it.
